Mr. Flavell is conversant in the three phases of public improvements engineering: facility planning, design, and construction management. He has experience with each on a variety of civil engineering projects. Knowledge gained from these projects allows him to assemble effective project teams and to manage the many facets of complex public works projects to their successful completion.

Key facility planning projects Mr. Flavell has performed or managed are the study for the expansion of the City of San Diego's Metro Wastewater Treatment Plant from 120 million gallons per day (MGD) to 180 MGD, Street Master Planning for the Cities of Santa Barbara and Paso Robles, Airport Industrial Area Master Plan, Airport Sewer Master Plan for the City of Santa Barbara and Cachuma Park wastewater collection and water distribution and storage system for the County of Santa Barbara.

Significant projects Mr. Flavell has designed or managed include major roadway, infrastructure, parking lot, flood control, water, sewer and airport industrial area projects for the City of Santa Barbara, a sewering project serving over 900 homes in the County of Santa Barbara, and wastewater treatment plants and support facilities for the Cities of Napa, Reedley, Coalinga, Santa Maria and San Pablo, in California.

Mr. Flavell has substantial experience with the construction process. He was the Construction Project Manager of a joint venture, multiple contract Regional Wastewater Treatment and Reclamation Facility for Carson City, Nevada, comprised of eight construction contracts totaling 35 million dollars. Other construction observation and review projects include a 6 million dollar Wastewater Treatment Plant for the City of Reedley, California, a 21 million dollar water treatment plant for Castaic Lake Water Agency, numerous roadway and infrastructure projects for the City of Santa Barbara, and Water Treatment Facilities for the Cities of Ventura and Santa Barbara. This work includes projects designed by others as well as projects for which Mr. Flavell played an active role in design
